It was originally Nello Ghezzo's idea to create an occasion whereby our whole community can sit down together to enjoy meals prepared from local and locally sourced foods at a table stretching the entire length of Topsham Fore Street, part of Ferry Road and The Quay.  Music will be played throughout the street to create that "fiesta" atmosphere.  Our first Nello's Longest Table in 2008 was such a great success, we hope that you will enjoy another!&lt;br /&gt;&lt;br /&gt;To achieve this, Fore Street will have to be closed to traffic and parking from 2pm on Sunday June 20th in order to set up the tables.  We hope that this won't cause you problems or too much inconvenience.  Indeed, we hope that you will join in the celebrations in what will be Topsham's biggest ever street party.&lt;br /&gt;&lt;br /&gt;If you would like to join in, we are giving residents and businesses along the route the opportunity to reserve your tables before they are offered to the general public.&lt;br /&gt;&lt;br /&gt;Tables cost £25 (for up to 6 people).  For this amount, you will receive a table.  It will be up to you to bring your own meal (local and locally sourced, pelase); friends; and chairs.&lt;br /&gt;&lt;br /&gt;All proceeds from the Topsham Food Festival will go toward the Topsham Community Assocation (for community use), to Force Cancer Charity, and to Shop Local Campaign to help run the festival.&lt;br /&gt;&lt;br /&gt;To reserve your table, please book at &lt;a href="http://www.globehotel.com/"&gt;The Globe&lt;/a&gt; from May 4th (not before 9am please). Table reservations will then be available to the rest of the community from May 11th. The proposed cycle/foot bridge will provide an additional link to the cycle network already being developed in the area and to the Exe Estuary Trail. It will also provide a significant safety improvement for both pedestrians and cyclists currently using the existing narrow Clyst Bridge at Fishers Mill which carries traffic along the busy commuter route between Topsham and Clyst St. George.&lt;br /&gt;&lt;br /&gt;As part of a consultation process, the County Council will be holding a public exhibition at the Globe Hotel, Topsham on Thursday 25th February. The exhibition will be open to the public from 10am until 7.30pm on the day, and visitors will be able to see a number of options for the bridge crossing under consideration.  Devon County Council staff will be on hand to explain and discuss the proposals, and answer any queries relating to the scheme. As the social centre of Topsham for nearly 80 years, it retained many defunct architectural features, such as the ticket kiosk remaining from its original custom design as the Tivoli cinema.  A full description of the new facilities, and official photos, will follow shortly. He was for many years with Messrs. W Lamplough &amp;amp; Co., Insurance Brokers, and was manager for them until, in 1901, he founded Matthews, Wrightson &amp;amp; Co. in conjunction with Mr &lt;a href="http://en.wikipedia.org/wiki/Harry_Wrightson"&gt;Harry Wrightson&lt;/a&gt; and his brother Mr R.G. Wrightson. The firm became a private limited company in 1911, when Mr Matthews was appointed as chairman, and he held that position until his retirement in 1924. He was an annual subscriber to &lt;a href="http://www.lloyds.com/About_Us/History/"&gt;Lloyd's&lt;/a&gt; from 1901 to 1916, when he became an underwriting member. He underwrote marine in the syndicate of Mr Eustace R. Pulbrook [&lt;small&gt;Sir Eustace Pulbrook, 1881-1953, Chairman of Lloyds&lt;/small&gt;] and non-marine, motor and employers' liability under the agency of Messrs. Matthews, Wrightson &amp;amp; Co. Ltd. He was one of the founders of the Corporation of Insurance Brokers, and was later its treasurer and a member of the council, finally being elected a vice-president. He was a prominent Freemason, a member of its Grand Lodge. The word "community" is used a lot these days, but true communities get harder to find with each passing year.&lt;br /&gt;&lt;br /&gt;We try to make Town Fayre a week where everyone in Topsham can get together to enjoy one or more of the events and activities.&lt;br /&gt;&lt;br /&gt;Inevitably, there are some people who see the week as a disruption to their routine, and others who merely see it as an opportunity to make money.  However, we know that there are still many residents and traders who enter into the true community spirit of Town Fayre.&lt;br /&gt;&lt;br /&gt;The climax of Town Fayre Week is always the Carnival Procession.  It's a chance for people to dress up and parade around the town to entertain the thousands who turn up to watch. It began its days as the Red Lion, and was renamed in 1850 after the steam packet &lt;i&gt;Zephyr&lt;/i&gt; that called at Topsham as part of its weekly run between Torquay and London. After initially shaky weather, Sunday ended in a mild bright evening.  People had managed to find a remarkable number of gazebos at short notice when it began raining toward the start time; these turned out to be unnecessary for shelter, but definitely added to the general party atmosphere. Co-organiser Marc Millon said: "This quote from our friend Natacha sums up Nello's Longest Table perfectly."&lt;br /&gt;&lt;blockquote&gt;It was a perfect evening, like a cross between a Sicilian wedding and summer fete gone bonkers; England flinging its knickers in the air!&lt;/blockquote&gt;Here's a video slideshow I put together of the whole length of the table. A deposit will be requested at the discretion of the Hall Administrator at the time each application for hiring is made-except that&lt;br /&gt;&lt;br /&gt;  * a) all bookings requiring bar facilities for the sale of intoxicating liquor must be accompanied by a payment of caution money of £50 in addition to the hiring fee. This payment is returnable in whole or in part, dependent upon the hirer complying with these hiring regulations.&lt;br /&gt;  * b) Payment for all casual bookings should be made in full, in advance.&lt;br /&gt;&lt;br /&gt;Cheques should be made payable to "Topsham Community Association" and crossed "a/c payee".&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;1.2 Persons and Organisations responsible&lt;/span&gt;&lt;br /&gt;The term "hirer" shall be taken to be the person named on the application form as well as the organisation or body hiring.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;1.3 Cancellation&lt;/span&gt;&lt;br /&gt;Either the Association or the hirer may cancel any booking on giving not less than seven days notice to the other. Neither party shall be entitled to any compensation in such a case, except that the hirer shall forfeit any deposit paid in the event of cancelling the booking for whatever cause, but shall be entitled to a return of any other fees or charges paid. If a hiring is cancelled within seven days of the date booked the Association will retain any deposit and reserves the right to charge the full booking fees.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;1.4 Over-staying time booked&lt;/span&gt;&lt;br /&gt;Additional charges will be made if occupation of the Hall continues after the time for which the booking was made.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;1.5 Sub-letting&lt;/span&gt;&lt;br /&gt;No subletting is permitted without the authority of the Association&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;SAFETY&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;2.1 Capacity&lt;/span&gt;&lt;br /&gt;The capacity of the main Hall is 250 seats arranged in accordance with a plan agreed with the Fire Service, which is available for inspection. For dances the capacity of the main Hall is 150 persons.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;2.2 Doors&lt;/span&gt;&lt;br /&gt;All doors giving access shall be kept unfastened and unobstructed during hiring. In particular, the door on the emergency stairs from the Council Chamber must be kept unlocked.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;2.3 Supervision&lt;/span&gt;&lt;br /&gt;Sufficient stewards to comply with the terms of the Association' Public Entertainment Licence (normally two) shall be provided by the Hirer and kept in attendance to supervise the use of the Hall.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;2.4 Additional risks&lt;/span&gt;&lt;br /&gt;No entertainment shall be held which increases the risk of fire or vitiates the Association's insurance policy. No additional lighting shall be connected without the consent of the Hall Administrator.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;2.5 Cinema shows&lt;/span&gt;&lt;br /&gt;No cinematograph or similar instrument may be used without the approval of the Fire Officer and the Hall Administrator. Hirers must comply with the provision of the Cinematograph Acts.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;CARE OF THE HALL&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;3.1 Good order&lt;/span&gt;&lt;br /&gt;The hirer is responsible for good order in the Hall.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;3.2 State on leaving&lt;/span&gt;&lt;br /&gt;The hirer shall leave all rooms and equipment in a clean and tidy state. An excess charge to cover cleaning etc. will be levied for non-compliance.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;3.3 Damage&lt;/span&gt;&lt;br /&gt;Any damage to the Hall or its contents must be notified to the Hall Administrator and must be made good the satisfaction of the Association.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;3.4 Acts not allowed&lt;/span&gt;&lt;br /&gt;No nails may be driven into the walls, floors or woodwork and no adhesive materials may be used in a manner which may damage the decorative state of the premises. No flags, decorations or notices may be displayed outside the Hall without the permission of the Hall Administrator.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;3.5 Kitchen&lt;/span&gt;&lt;br /&gt;Hirers using the kitchen must bring their own tea towels. Losses and breakages must be reported to the Caretaker.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;LICENSING AND COPYRIGHT&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;4.1 Premises Licence under Licensing Act 2003&lt;/span&gt;&lt;br /&gt;The Assocation has been granted a licence by Exeter City Council authorising the following activities (a summary of the Licence is displayed in the foyer of the Hall):&lt;br /&gt;&lt;br /&gt;A. Performance of a play (indoors). B. Exhibition of films (indoors). C: Indoor sporting event. D. Boxing or wrestling entertainment (indoors). E. Performance of live music (indoors). F. Playing of recorded music (indoors). G. Performance of dance (indoors) . H. Entertainment of a similar description to that falling within E, F or G (indoors). I. Provision of facilities for making music (indoors). J. Provision of facilities for dancing (indoors). K. Provision of facilities for entertainment of a similar description to that falling within I or J (indoors). L. Late night refreshment. M. Sale by retail of alcohol for consumption on the premises only. M1 Sale of alcohol either before, during the interval or after the performance of a play or showing of a film.&lt;br /&gt;&lt;br /&gt;Hirers wishing to carry out any of the above must obtain permission from the Hall Administrator and must agree in writing to comply with Conditions relating to them. Additional charges are payable in respect of certain of these activities.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;4.2 Copyright&lt;/span&gt;&lt;br /&gt;Hirers must be responsible for complying with the Copyright Acts and indemnify the Association against costs levied against it by reason of infringement of the Acts. The Performing Right Society charges the Association for the playing of live and recorded music, and accordingly hirers must pay an additional charge.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;4.4 Intoxicating liquor&lt;/span&gt;&lt;br /&gt;Intoxicating liquor shall not be sold on the premises without the permission of the Hall Administrator. Hirers are responsible for obtaining any licence required from the City Justices.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;4.5 Stage shows&lt;/span&gt;&lt;br /&gt;A licence obtainable from the City Council is required for all stage shows.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;4.6 Cinema shows and gambling&lt;/span&gt;&lt;br /&gt;It is the responsibility of the hirer to obtain cinematograph or betting and gaming licences where these are required.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;RIGHTS OF THE ASSOCIATION&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;5.1 Refusal of entry&lt;/span&gt;&lt;br /&gt;In the interest of public order the Association reserves the right to refuse entry to the hirer or any individual without giving reasons.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;5.2 Right of entry&lt;/span&gt;&lt;br /&gt;The Association reserves to itself the right of entry during the hiring for its duly authorised officers or servants and for police and fire officers.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;5.3 Denial of responsibility&lt;/span&gt;&lt;br /&gt;The Association accepts no responsibility for loss or damage to any property brought into or left in the Hall, nor for any accident or injury sustained by the hirer or any person present in the Hall during hiring. The hirer shall indemnify the Association against any claim made for such loss, damage, accident or injury.&lt;br /&gt;&lt;br /&gt;November 2005&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Saturday Market Hiring Conditions for Stallholders&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Purpose&lt;/span&gt;&lt;br /&gt;Topsham Community Association ("The Association") maintains and manages Matthews Hall as a Community Centre to provide, inter alia, facilities for the advancement of social welfare, recreation and leisure time for the benefit of the inhabitants of Topsham and neighbourhood. One of these facilities is to make available to traders and other bona fide organisations ("Stallholders") from time to time a designated part of Matthews Hall ("the Hall") for the sale of suitable produce to the general public (the "Saturday Market").&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Profits&lt;/span&gt;&lt;br /&gt;The profits of sale are solely for the benefit of the Stallholders.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Management&lt;/span&gt;&lt;br /&gt;The Saturday Market is managed by a Market Manager who is an employee of the Association, reporting to the Chair of the Hall Committee.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Market Representative&lt;/span&gt;&lt;br /&gt;The Stallholders are entitled and encouraged to elect one of their number as Market Representative to sit on the Hall Committee.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Eligibility&lt;/span&gt;&lt;br /&gt;Application to trade must be made to the Market Manager who has authority to accept or reject applications. Successful applicants are required to pay to the Association a hire fee determined from time to time by the General Committee of the Association for table/s or pitches (being an area allocated for the display of goods). Hire fees are payable to the Market Manager in cash or by cheque at or before each session for which a receipt will be provided. Cheques should be made payable to Topsham Community Association and crossed "A/c Payee".&lt;br /&gt;Subletting or reassignation of bookings by Stallholders is not allowed.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Dates&lt;/span&gt;&lt;br /&gt;The Association will normally make the Hall available on each Saturday of the year excepting the Saturday or Saturdays adjacent to Christmas and New Year. Exceptions will be agreed beforehand with the Market Manager and Market Representative.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Times&lt;/span&gt;&lt;br /&gt;The Hall will be open on Saturdays as follows:-&lt;br /&gt;0600 - setting up stalls&lt;br /&gt;0830 - open for trading&lt;br /&gt;1300 - closed for trading; pack up stalls&lt;br /&gt;1400 - cleared&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Waiting List&lt;/span&gt;&lt;br /&gt;In the event of the Saturday Market being oversubscribed the Market Manager will operate a waiting list for new or additional stalls. Space will be allocated on a "first come first served" basis but always having regard to suitability and the overall balance of variety on offer by the Saturday Market at any time.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Cancellations&lt;/span&gt;&lt;br /&gt;a) by the Stallholder If a Stallholder cancels a booking at short notice and the Market Manager is unable to relet the booking to a prospective Stallholder on the current waiting list the Market Manager is entitled to retain the hire fee or demand any due fee to be paid.&lt;br /&gt;b) by the Association If the Association has to withhold the availability of the Hall or part of the Hall on any Saturday morning for any reason it will give the Stallholders a minimum of four weeks notice to allow them to make alternative arrangements. If the Association by reason of force majeure has to withhold the availability of the Hall or part of the Hall at less than four weeks notice and if this results in financial loss to any Stallholder it will provide that Stallholder with the previously booked space free of charge on their next scheduled booking date.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Safety&lt;/span&gt;&lt;br /&gt;Stallholders should take note of Safety and Fire Notices displayed in the Hall or circulated to them by the Market Manager on the occasion of their initial booking, and should familiarise themselves with the location of emergency exits and fire fighting appliances. The exit to the foyer and Fore Street and emergency doors must be kept clear and unobstructed at all times. Pets are allowed only with the permission of the Market Manager. They must be on a leash and kept away from food stalls and outside the kitchen area.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Care of the Hall&lt;/span&gt;&lt;br /&gt;Stallholders shall leave the Hall and tables in a clean and tidy state at the end of each booking. No nails should be driven into the floor or walls of the Hall and no adhesive fixings should be used in a manner which may damage the decorative state of the Hall. Damage of any kind should be notified to the Market Manager.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Rights of the Association&lt;/span&gt;&lt;br /&gt;Nothing in the above Conditions affects the right of the Association to refuse entry to any hirer or individual without giving reasons. The Association accepts no responsibility for loss or damage to any property brought into or left in the Hall nor for any accident or injury sustained by the Stallholder or any person assisting the Stallholder present in the Hall during hiring. Its objects and activities are to:&lt;br /&gt;*  promote the wellbeing of the inhabitants of Topsham without distinction of sex, race, religion, political or other opinions by: assisting the local authorities and voluntary organisations; advancing education; and by providing facilities in the interests of social welfare and recreation.&lt;br /&gt;* secure, maintain and manage a Community Centre (Matthews Hall) for activities promoted by the Association in furtherance of its objects.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Topsham Community Plan 2007-2012&lt;/span&gt;&lt;br /&gt;Starting in May 2004, under the auspices of Topsham Community Association and Topsham Community Association, a series of meetings began, for the purpose of collating a Community Plan for Topsham's future at the beginning of the 21st century. A public meeting in late 2004 presented the issues and asked for comment, followed up with further questionnaires in 2005 and public meetings in 2006, resulting in the publication of the plan by the Topsham Community Plan Action Group.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Topsham Community Association activities&lt;/span&gt;&lt;br /&gt;Topsham Community Association is active in many local issues relating to the quality of life in Topsham: campaigning for road signs, finger posts and pedestrian crossings; the instigation of a Car Club car-sharing scheme; representing residents over bus service needs; coordinating opposition to proposals that adversely affect the character of the town; youth leisure activities; and hosting community discussion meetings.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Its organisation&lt;/span&gt;&lt;br /&gt;All Topsham residents are automatically members of the Topsham Community Association (TCA).  It is a voluntary organisation having 4 trustees, and a General Committee consisting of 5 honorary officers namely a President, Chair, Vice Chair, Treasurer, Secretary , 3 elected members, up to 4 coopted members and an Exeter City Council representative. The Vice Chair is the Chair of the Matthews Hall Committee who, together with the Secretary, Treasurer, two elected members, a Saturday Traders’ representative, and 3 part time employees (live in Caretaker, Bookings Manager and Market Manager), manage the running and maintenance of the Hall and report to the General Committee.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Matthews Hall&lt;/span&gt;&lt;br /&gt;Matthews Hall is leased to the Association by Exeter City Council under a 25 year lease dated 14/04/99. It is managed by a live-in Caretaker and 2 part time employees reporting to the Hall Chairman who is a member of the General Committee. Matthews Hall is in daily use for preschool playgroup; badminton; line dancing; drama groups; pantomime; art and music groups; meetings of many local clubs and societies; private functions; and - on Saturdays - a traders’ market. Originally a cinema, it has two public rooms seating up to 60 and 280 persons, and it is used by Societies, Associations and businesses for commercial, educational and leisure activities, for which it has a Public Entertainment Licence. As of November 24 2005, Matthews Hall has permission by Exeter City Council for Licensable Activities under the Licensing Act 2003.&lt;br /&gt;&lt;br /&gt;The main hall has a full-size stage with lighting equipment and dressing rooms. The maple floor is suitable for badminton and dancing. The Hall also has toilet and cloakroom facilities, and a kitchen. A public car park adjoins the building with adjacent disabled access. See the &lt;a class="MENU" href="http://www.topsham.org.uk/search/label/hallbooking"&gt;Hall Booking&lt;/a&gt; page for contact details, and the general booking and Saturday market booking conditions.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;James Woodrow Matthews&lt;/span&gt;&lt;br /&gt;Matthews Hall is named after its found and benefactor James Woodrow Matthews, J.P.  He started his career in Topsham as a clerk in the office of one of the old &lt;a href="http://www.shipownersclub.com/club/history.asp"&gt;sailing ship insuring clubs&lt;/a&gt; in the building [&lt;small&gt;Grove House, then residence and business premises of John Holman&lt;/small&gt;] in which, having bought the property, he spent the last few years of his life. He was for many years with Messrs. W Lamplough &amp;amp; Co., Insurance Brokers, and was manager for them until, in 1901, he founded Matthews, Wrightson &amp;amp; Co. in conjunction with Mr &lt;a href="http://en.wikipedia.org/wiki/Harry_Wrightson"&gt;Harry Wrightson&lt;/a&gt; and his brother Mr R.G. Wrightson. The firm became a private limited company in 1911, when Mr Matthews was appointed as chairman, and he held that position until his retirement in 1924. He was an annual subscriber to &lt;a href="http://www.lloyds.com/About_Us/History/"&gt;Lloyd's&lt;/a&gt; from 1901 to 1916, when he became an underwriting member. He underwrote marine in the syndicate of Mr Eustace R. Pulbrook [&lt;small&gt;Sir Eustace Pulbrook, 1881-1953, Chairman of Lloyds&lt;/small&gt;] and non, marine, motor and employers' liability under the agency of Messrs. Matthews, Wrightson &amp;amp; Co. Ltd. He was one of the founders of the Corporation of Insurance Brokers, and was later its treasurer and a member of the council, finally being elected a vice-president. He was a prominent Freemason, a member of its Grand Lodge.
