Following a successful community workshop which helped to set the context for the emergency plan and identified topics for inclusion, the steering group is now drafting the detailed emergency plan. Led by Richard Horne, former County Council Emergency Planning Manager, the plan is taking shape, and will include guidance for those staging events in the town as well as how to respond in an emergency.
We are still seeking to identify resources that can be used in an emergency - such as an emergency generator or communications equipment - and also people who have particular skills that might be useful - such as first aid / nursing, mechanical and technical.

An Emergency Plan for Topsham – Press Release
The Topsham Community Association (TCA) is seeking to develop an emergency plan for the community in Topsham. The aim of the plan is to support the emergency services in what they do, to ensure that the community is best prepared to act both in advance of the emergency services arriving on the scene and to ensure recovery of the community in the aftermath of the incident.
The process to be followed will include considering what type of emergency is most likely to happen, the likely course of events that follow, and what could be done to help in addition to the actions of the emergency services. The intention is to have an Emergency Plan to deal with unanticipated events which may have impact on the community, and their consequences.
The project is being led by former Devon County Council Emergency Planner and Topsham resident Richard Horne. The TCA have brought together a Steering Group involving representatives from the emergency and medical services, local councillors, schools, churches, the elderly, youth clubs, voluntary services and community groups. To achieve as wide an input to the plan as possible there will be a workshop session, open to all Topsham residents and interested parties, in early March. The objective of this session will be to identify:
- The main risks to Topsham
- Our existing resources, both people and materials
- Additional needs.
All individuals or representatives of Topsham organisations who feel they could make a contribution to a local response, or who are just interested in the subject, are welcome to come along to the workshop on Thursday, March 8th 2012 from 7.30 to 9.30pm in Matthews Hall .
